Code of Conduct
Welcome to Kodiak Public Library
Kodiak Public Library is a City department and, as such, operates under the Kodiak City Code.
The City provides a clean, comfortable, safe facility for library users to enjoy library services, programs, and, activities such as selecting materials, reading, researching, studying, writing, recording, collaborating, and, attending lectures, films, workshops, trainings, and meetings.
Kodiak Public Library requires library users to follow its code of conduct to protect the rights and safety of library patrons, volunteers and staff; and, to ensure the preservation and protection of the City’s library assets which include library materials, equipment, facilities, and, grounds.
The Golden Rule
While using the public library, please follow the Golden Rule: “Treat others as you would want to be treated.”

Prohibited behaviors include:
- Disturbing other library patrons or staff,
- Eating in the library (except during designated programs);
- Drinking beverages other than water,
- Using abusive or profane language;
- Destroying, defacing or stealing library property or the property of patrons or staff;
- Smoking, bathing, sleeping;
- Consuming or possessing alcohol or illegal drugs or being under the influence;
- Using a skateboard, scooter, roller or inline skates in the library;
- Leaving possessions unattended;
- Talking loudly on a phone, playing music without using ear buds
- Bringing in animals with the exception of service animals;
- Leaving children under the age of ten years old unattended at the library;
- Demonstrating lewd behavior such as indecent exposure, voyeurism, or sexual advances;
- Physically assaulting library staff, volunteers, or patrons;
- Making verbal threats to or intimidating library staff, volunteers, or patrons;
- Entering STAFF ONLY areas without permission;
- Having strong alcoholic or body odor and filth to the point of disturbing library staff, volunteers, or patrons or deterring others from using the library;
- Soliciting funds for any person, cause or organization, or panhandling as defined in KCC 5.04.010;
- Refusing to wear a mask over face and nose if required by City mandate;
- Violating any library policies.
Enforcement
Anyone found to be interfering with another’s use of the library will be asked to stop the behavior or activity. If the behavior or activity continues, staff will ask the individual to leave the library.
Police will be called when patron conduct is illegal; when it poses a threat to individuals or property; or, when staff requests to leave the library are refused or ignored.
Repeat and serious violations of the Library Code of Conduct may result in denial of library privileges.
Kodiak City Code 8.68.040(c)
The library director may prohibit any person from using the library who willfully or persistently violates any rule or regulation prescribed for the operation of such library, who is intoxicated while on library premises, or whose physical condition or actions are deemed dangerous or disruptive to others, or whose actions substantially interfere with the rights of other persons to the use of the library. No person shall fail to leave the library when so ordered by the library director or designee.
